The Jersey Care Model P114-2020 Proposition

THE STATES are asked to decide whether they are of opinion: 

1. To receive the Jersey Care Model (JCM) (as set out in Appendix 1 to the report accompanying this proposition), the Jersey Care Model Review (as set out in Appendix 2 to the report accompanying this proposition) and JCM Strategic Outline Business Case (as set out in Appendix 3 to the report accompanying this proposition), and to approve the strategic objectives of the Jersey Care Model set out on page 4 of the report accompanying this proposition.

2. To note that Ministers intend to bring forward proposals for investment. Please Note: The JCM has now been passed by the Government of Jersey.

Scrutiny Review of the The Jersey Care Model

In October 2019, the Government published a briefing paper on the Jersey Care Model (JCM), which set out a framework as to how they proposed to change the way that health and care is delivered in Jersey in the future. At that time, it was advised that the framework would be “stress tested” by an external consultant, developed and brought to the States Assembly for debate in 2020.
The Panel launched its review of the JCM in December 2019. Due to the ongoing pandemic and enormous impact on the day-to-day running of the Health and Community Services Department, the timetable for bringing the JCM to the States Assembly was delayed. This has now been passed by the Government of Jersey.

Real consultation is needed before States Members debate the Jersey Care Model

On 22 September Health Minister Richard Renouf submitted the Jersey Care Model Report and Proposition P.114/202 or consideration by the Assembly on 3 November. In the interim the Health and Social Security Scrutiny Panel has reviewed that Proposition and submitted their Report SR5/2020 on the JCM. The public awaits the minister’s response to the 60 key points and 21 recommendations in that report. - Read More
