We are pleased to enclose our Bulletin 12 “Issues with Primary Care and Jersey Care Model Explained”. Our latest Bulletin follows on from our Bulletin 8 “Developing a Healthcare Strategy for Jersey – The Jersey Care Model” which we circulated on 15 February. Bulletin 12 sets out our continuing concerns with the Health & Community Services (”HCS”) development of the Jersey Care Model (“JCM”). In our view, the JCM is an aspirational plan, modelled on the UK NHS health system, without reference to the special circumstances of our Island.
Our Bulletin 12 points out the many areas of conflict between our existing Primary Care and related medical services and the JCM. Although we welcome the review of healthcare in our community, we urge that advances are made incrementally with proper assessment and evaluation. At present, the JCM is being funded by a raid by HCS on the Health Insurance Fund and projected savings in the current HCS budget. In our view, it is fundamentally flawed.
Developments with the Our Hospital project continue as you have undoubtedly noted. Overdale has been selected for the site and we commented adversely on the site selection process in our Bulletin 3. We continue to express our concerns with access to Overdale and the move of facilities and services from Overdale to Les Quennevais. Along with the rest of the public, we await details of the design brief confirming the facilities and functions within the new hospital.
In the interim, we welcome the statement from Professor Ashok Handa, the Clinical Director of the Our Hospital Project, that we will have a General Hospital with 267 plus beds. The leadership of HCS had put forward plans for a much smaller Acute Hospital justified in large part by the unproven benefits of the JCM. Let’s trust plans for our much needed General Hospital will prevail.
